Patrick M. Regan, Founding Partner

Patrick Regan has spent nearly four decades litigating personal injury and wrongful death cases in the District of Columbia, Maryland, and Virginia. His practice began with a helicopter crash lawsuit over the Tidal Basin, an early case that led him to develop a thorough command of aviation accident law, federal airspace regulations, and Federal Tort Claims Act procedures. That body of knowledge has defined much of his career.

Regan served as lead counsel in the 2009 Washington Metro collision that killed nine people and injured dozens more, a case that exposed a systemic failure in the Metro’s automated control system. He is currently leading litigation for the families of victims in the January 2025 mid-air collision over the Potomac, in which an Army Black Hawk helicopter struck American Airlines Flight 5342 and killed 67 people. The litigation has already produced findings showing the helicopter flight path had a documented history of near-misses that went unreported.

Outside aviation, Regan secured a $77 million wrongful death settlement for families whose losses resulted from a landlord’s negligence, one of the largest such recoveries in the DC region.

Regan is a Fellow of the American College of Trial Lawyers, limited to the top one percent of trial lawyers in North America, and a Fellow of the International Academy of Trial Lawyers. He is past president of the DC chapter of the American Board of Trial Advocates, a Master of the Bench of the Thurgood Marshall American Inn of Court, and a member of the American Association for Justice Board of Governors. He has been recognized multiple times as Lawyer of the Year by Best Lawyers for Medical Malpractice Law and Mass Tort Litigation in Washington, DC.

Salvatore J. Zambri, Founding Partner

Attorney Salvatore Zambri

Salvatore Zambri has built his practice around cases where systems fail people, whether those systems are transit networks, food supply chains, or government agencies. He served as lead counsel alongside Patrick Regan in the 2009 Washington Metro collision, a case that required proving how a “non-reporting block” warning in the automated control system had been triggered and disabled repeatedly before the crash that killed nine people.

Zambri obtained the largest settlement ever paid by the District of Columbia and has been nationally recognized for results across personal injury and product liability matters. He is also one of a small number of attorneys in the country with substantial experience in food safety litigation, having handled major cases involving E. coli, Salmonella, Listeria, and Hepatitis A. He has become a public advocate for mandatory Hepatitis A vaccinations for food service workers, a policy gap that has allowed preventable outbreaks to continue harming vulnerable populations.

Zambri is a member of the American Board of Trial Advocates and past president of its DC chapter, a member of the International Society of Barristers, and a Top 10 Super Lawyer in Washington, DC. He has been recognized as Lawyer of the Year by Best Lawyers for Product Liability Litigation and named to the Lawdragon 500 Leading Lawyers in America.

Victor E. Long, Founding Partner

Attorney Victor E. Long

Victor Long came to personal injury law by way of the U.S. Department of Justice, where he worked as a civil rights attorney in the 1980s. In that role, he enforced voting rights on Maryland’s Eastern Shore, a region with a substantial Black population that had no Black elected officials. His research exposed the discriminatory voting structures responsible, which led directly to the creation of single-member districts and a fundamental shift in how the community was represented. The work shaped how he has thought about the law ever since.

At Regan Zambri Long, Long has built a practice defined by cases where the outcome changed something beyond the client’s own situation. A product liability case involving a child who fell from defective playground equipment resulted in a $4.2 million verdict, a court-ordered warning label, and a safety design change for which Long received a patent. A medical negligence case involving a woman prescribed immunosuppressant medication without TB screening led to changes in national prescribing practices that are now reflected in pharmaceutical advertising. A drowning case established a new causation precedent connecting negligent lifeguard supervision to a subsequent cardiac event.

Long serves as Chair of the Washington, DC Court of Appeals Client Security Trust Fund, which oversees client funds held in trust and adjudicates claims against attorneys for dishonesty. He has been inducted into the Lawdragon Hall of Fame and is board certified by the National Board of Trial Advocacy.

Recognition and Awards

All three founding partners are board certified in Civil Trial Law and Civil Practice Advocacy by the National Board of Trial Advocacy. The firm has been designated a Tier 1 Law Firm in Washington, DC for Medical Malpractice Law and Personal Injury Litigation by U.S. News and World Report’s Best Law Firms rankings. 

Seven attorneys have been recognized by Best Lawyers and have been named to the Super Lawyers Washington, DC Metro lists, with Salvatore Zambri recognized among the Top 10 Super Lawyers in DC since 2025. All partners hold AV Preeminent ratings from Martindale-Hubbell.

Patrick Regan and Victor Long are both inductees of the Lawdragon Hall of Fame. All partners have been named to the Lawdragon 500 Leading Plaintiff Consumer Lawyers for multiple consecutive years. Salvatore Zambri was named to the Lawdragon 500 Leading Lawyers in America in 2026.

Partner Paul Cornoni has been named 2026 Lawyer of the Year for Personal Injury Litigation – Plaintiffs in Washington, DC. He also received the District of Columbia Bar Association’s 2025 Pro Bono Attorney of the Year award for his work on behalf of the District’s most vulnerable residents.
