5 stars

FAIRFAX COUNTY, VA (July 16, 2025) — A 69-year-old Fairfax man was killed Friday, July11 when another driver ran a red light and struck his vehicle at a busy intersection in Fair Oaks, according to Fairfax County Police.

The fatal crash occurred at 1:22 p.m. on Friday, July 11, at the intersection of Monument Drive and Fairfax County Parkway in Fair Oaks. According to preliminary investigations, the driver of a 2024 Hyundai Tucson was traveling eastbound on Monument Drive when they drove through a red signal and struck a 2012 Honda Accord.

Stephen Rhodes, 69, of Fairfax, was driving the Honda Accord when it was struck by the Tucson. Rhodes was transported to a local hospital with life-threatening injuries and was later pronounced dead.

The intersection was shut down for several hours as investigators from the Fairfax County Police Department’s Crash Reconstruction Unit examined the scene. Photos from the crash site showed the Honda Accord had crashed into a nearby tree after the impact, with debris scattered across the intersection.

Police report that alcohol does not appear to be a factor in the crash. Detectives are continuing to investigate whether speed was a contributing factor in the collision.

Red Light Running Crashes in the DC Area

Red light running crashes are among the most dangerous types of intersection accidents, often resulting in serious injuries or fatalities due to the high-speed impacts that occur when drivers fail to stop at traffic signals. In the Washington, DC metropolitan area, busy intersections like Monument Drive and Fairfax County Parkway see thousands of vehicles daily, making adherence to traffic signals critical for safety.

Understanding the common causes of red light running crashes can help raise awareness about these preventable tragedies:

  • Distracted Driving: Drivers who are texting, talking on phones, or otherwise distracted may fail to notice traffic signals changing to red.
  • Aggressive Driving: Impatient drivers may attempt to “beat” a red light by speeding through intersections as signals change.
  • Impaired Driving: Alcohol and drugs significantly impair judgment and reaction time, making it difficult to respond appropriately to traffic signals.
  • Fatigue: Drowsy drivers may not notice traffic signals or may have delayed reactions to changing lights.
  • Misjudgment: Drivers may incorrectly estimate their ability to clear an intersection before the light turns red.
  • Poor Visibility: Weather conditions, sun glare, or obstructed views can make it difficult to see traffic signals clearly.
  • Mechanical Failures: Brake failures or other vehicle malfunctions can prevent drivers from stopping at red lights.

The intersection of Monument Drive and Fairfax County Parkway is located in a busy commercial area of Fair Oaks, with heavy traffic volumes throughout the day. This intersection has traffic signals specifically designed to manage the flow of vehicles safely, making adherence to these signals essential for preventing serious crashes.

Virginia’s Traffic Signal Laws

Virginia law requires all drivers to come to a complete stop at red traffic signals and remain stopped until the light turns green. Running a red light is not only dangerous but also illegal, carrying penalties including fines and points on a driver’s license.

When fatal red light running crashes occur in Virginia, the consequences extend far beyond traffic citations. Families of victims may be entitled to pursue wrongful death claims under Virginia law, seeking compensation for their devastating losses.

In cases involving clear traffic signal violations, liability is often straightforward. However, determining all contributing factors such as speed, distraction, or vehicle defects requires thorough investigation and specialized legal knowledge.

Insurance companies may attempt to minimize payouts even in cases involving clear red light violations, making it important for families to have experienced legal representation to protect their rights.
